She deals with regulatory law and administrative litigation in the energy sector; administrative and sanction proceedings before the regulatory authorities; public services; public procurement; concessions. In carrying out her professional activity she gained significant experience in the sectors of public utilities and related regulatory profiles, with particular regard to the gas and electricity sectors. She has followed various administrative procedures and sanctions on regulatory issues characterised by high technicality, assisting, before the sector authorities and the competent administrative courts (TAR, Council of State), several operators active in the energy, gas and electricity markets (among others, tariffs for regulated parties in the gas distribution sector on CCI and CGD components, application of the M coefficient by the gas sales companies, accounting/administrative, corporate and functional unbundling, early repudiation and contradictory repayment on the outgoing operator in gas concessions, commercial pipelines, gas raw material allocation processes and problems related to the measurement service, renewable sources and incentive mechanisms). Formerly legal consultant of the Legislative and Legal Department, Litigation Office Unit, of the Authority for Electricity and Gas, where he has dealt with numerous disputes including, among others, tariffs, renewable sources, energy blackouts, insurance civil gas end customers, access to records, information request.
She graduated with honors in law at the University of Pisa in 1999 (Graduation thesis "The new preliminary procedures of the Italian Competition Authority"). Internship at the Competition and Market Authority, "Energy and Public Services" Research Department, where she has collaborated in the evaluation and analysis related to the concentration operations; the management of pre-investigation, preliminary investigation and preparation of final measures; reporting. Ph.D. in "Public Law of Economics and Business" at the University of Pisa, Faculty of Law (Ph.D. thesis "Competition and subsidiarity in the reorganisation of local public services"); formerly "Cultore della materia" in "Public Law of Economics and Business", she has collaborated with the University of Pisa, Faculty of Law, carrying out teaching activities as "Contract teacher" in the course of studies in "Law of Economics", Law of Economics and Financial Law", and the post-graduate Master's degree for "Lawyer of Economics and Public Manager".
